Abstract

This paper provides a review of recent developments in the theory and evidence of political determinants of budget deficits. Specifically, we discuss five areas, namely; political system, government fragmentation, ideology, budget procedure and political budget cycles. We  also provide evidence of recent studies.

Abstract

The research aimed to synchronize inters sectors, which uses Rencana Tata Ruang dan Wilayah  as main guide. Scope of the discussion consist of comparison between the exixting and should condition. The locus of this research was in direct Aceh Singkil by focusing on housing and settlement, business and post disater infrastructure. The secondary data resources collected from BRR (Badan Rekonstruksi dan Rehabilitasi), The local Government of province and county and the identified funding institution. The primary data resources collected from interview, observation, focus group discussion and stakeholders meeting forum. The data analyzed by participative planning analysis, policy analysis, scale of priority and budget analysis. The result of this research showed: (1) there was overlapping program found on housing and settlement sectors; (2) some program that should be required but in fact they didn’t appear, even In infrastructure, housing and settlement sector and economics; (3) most of the program proposed to BRR expected to get financial support from BRR. The recommendations are: (1) they should organize completely definite RTRW program includes the amount of budget needed for the coming 20 years; (2 )they should allocate the budget for maximum 40% of APBD for routine and 60% for development, because after year of 2009 BRR and NGO’s will be no longer work there; (3) the patterns of coordination should gradually do from Musrenbang/Musbangdes/Musbang to sub district/county and another communication forum.

Abstract

The aim of this research is to determine the influence of Capital Adequacy Ratio, Loan to Deposit Ratio, and Operational Cost to Operational Income of go public bank profitability that listing inIndonesia’s Stock Exchange during the period of 2000-2007. This research using the panel data that consist of time series data and cross sec66tion data of 21 go public banks inIndonesiawithGeneralized Least Squaremethod and Random Effect Model approach. The result of this research shows that the Capital Adequacy Ratio, Loan to Deposit Ratio, and Operational Cost to Operational Income had significantly influenced the profitability of go public banks in Indonesia during the period of 2000-2007.

Abstract

The source of Interbank Money Market funds derived from the activities of lending and borrowing of funds between one bank with another bank. In this case, banks with excess funds (surplus units) will lend funds to banks that lack of funds (deficit units) to provide compensation for certain interest rate. Participants in the Interbank Money Market are the commercial banks and development and non-bank financial institutions. Funds used in the Interbank Money Market is a short-term nature of funds, where the loan must be repaid no later than 90 days from the closing of the transaction. Variables that used in this reseacrch are the Indonesian bank loans, interest rates, interbank market, total demand deposits and a dummy variable that is public confidence in the banking, it is concluded that the Indonesian bank loans and money market rates between banks has a positive and significant impact on volume interbank money market transactions. While the amount of demand deposits and public confidence in the banking is not significantly affect its volume of transactions in the interbank money market

Abstract

Dairy farm, which produces calf and milk jointly, is expected to raise household’s income in rural areas where potential resources are available. This study aims at examing the optimal production of milk and calf by estimating a relationship between both productions. The study was conducted in Sleman,Yogyakartawhere dairy farms exist. Theory used in this study is economies scope in joint production. The results of study indicate that the level of joint production is still low such that there is no degree in economies of scope. Consequently, household’s income generated from this farm has not been maximised. To increase the income, it can be conducted by two consecutive steps. First, is to increase the production milk and calf jointly until the degree of economies of scope reached. Second, is to produce milk and calf in the best combination after reaching economies of scope. Recently, the best way to maximise income is to produce calf as low as possible, and to increase the period of producing milk.

Abstract

Rural poverty is major issue faced by developing agrarian countries. It is likely that problem of rural poverty is accompanied by environmental degradation in rural areas. This is because of unique relationship between rural poverty and environmental degradation. This paper tries to raise the problem of poverty and the environment in rural areas. Some cases of poverty level and environmental problem in Asian countries are used to describe the linkage between them. The role of agriculture in rural development is explored. It is for showing that agriculture leads to depletion of rural resources and degradation of rural environment. Last, a solution is proposed that built on theoretical frame work based on microeconomic theory. It is likely that rural development can be conducted with simultaneous actions of poverty alleviation and environmental improvement. One important key to realize this concept is that rural residents need to pay attention on the environment.

Abstract

The purpose of this study was to describe the phenomenon of SMEs superior and superior product, superior type of SMEs superior product and formulating policy strategy, in accordance with hte potential of SMEs in Ungaran, Semarang Regency. This research was conducted using the method of documentation with secondary data from the books in BPS and Bapeda Semarang Regency period 2004-2008. Method of assessment approaches and processes to find different types of SMEs and excellent potential in these areas would use a SWOT analysis method and Location Quotient (LQ).The results showed that: (1) Potential sectors that could be driving the manufacturing sector, in terms of small scale industries (SMEs) is a type of food and beverage industry, and traditional medicines. Processing industry is a sector basis and the biggest contributor to economic growth in the district of Semarang. (2) Policy strategy that can be applied based on the SWOT analysis are: (a) Strength Strategy Opportunity (SO), local product development, utilization of water resources potential to be a mineral water companys industrial sector, (b) Weakness Opportunity Strategy (WO), to realize the industrial area which mengutakan local raw materials such as: industry tempeh, tofu, crackers, chips and other variations that do not rely on raw materials imported from abroad. Utilizing the barren land to build industrial park, (c) Strategy Treath Strength (ST), the industrial sector become a leading sector, cooperation with other regions in pemanfataan pemanfataan water resources and tourist villages, and (d) Strategies Treath Weakness (WT), improve facilities and infrastructure, improving workforce skills for small industries to maintain and or improve the quality of its products.It is suggested local goverment should remain small support industry to remain a leading sector in a way makes it easy for small industry in the necessary permits and acces capital and marketing and increasing skill of its workforce.

Abstract

This research studies the fairness of the agreed compensation property nominal value for the victims of the Sidoarjo mudflow. This research was performed by comparing the agreed nominal amount of compensation with the estimated values based on the property price model. The model was developed based on the market property (lands and houses) prices at the region in normal condition before disaster. The market property price is then adjusted based on the principal of time value of money. Property in this research is limited to losses of lands and houses. Analysis tool which was used for estimating property value in normal condition is multiple linear regression using theOrdinary Least Square. The significance of one-sample tests of hypothesis using testing for a population mean was utilized to examine the fairness of compensation determination by PT. Lapindo Brantas, Inc. compared to the real property price. Results of analyses show that the variables of land area, house area, road width in front of houses and lands, transaction time, house quality affect significantly and positively with the R2 value of 0.904033. Analysis results also confirm that the property compensationet property compensation.
